Whisk together flour, cocoa powder, cinnamon, baking soda, and salt. In another bowl, beat butter and sugars until fluffy. Add egg and vanilla, then mix in dry ingredients. Chill dough for 30 minutes.
Roll dough into small balls, flatten slightly, and bake at 350°F (175°C) for 8–10 minutes. Cool completely.
For the chocolate-cinnamon filling, beat butter, powdered sugar, cocoa, cinnamon, and milk until smooth. For sweet milk filling, beat butter, powdered sugar, and condensed milk until fluffy.
Spread or pipe chocolate-cinnamon filling on one cookie, top with sweet milk filling, and sandwich with another cookie. Repeat with remaining cookies.
